PAK Billboard Terms of Service

"PAK Billboard provides paid advertising and business visibility services. Payment for a Billboard listing determines the paid Billboard placement according to the platform's published ranking rules. It does not constitute a guarantee of search-engine ranking, AI-model ranking, customer volume, sales, revenue, leads, or business success."
1. Acceptance of Terms
By accessing, browsing, registering an account on, or submitting content to PAK Billboard ("the Platform", "we", "us", or "our" accessible at https://billboardpakistan.site), you ("User", "Business Owner", or "Advertiser") acknowledge that you have read, understood, and agree to be bound by these Terms of Service, our Privacy Policy, and our Business Listing Guidelines. If you do not agree to these terms in their entirety, you must discontinue using the platform immediately.
2. Platform Role & Nature of Service
PAK Billboard is a Pakistan-first business discovery and commercial visibility billboard. The platform provides digital advertising showcase spaces, discovery profiles, verified business information, and transparent local business directory listings. PAK Billboard is an advertising and discovery publisher, not a broker, agent, employer, or contractual partner to any transactions conducted between users and listed businesses.
3. Eligibility & User Representations
You must be at least 18 years of age and possess the legal authority to enter into binding agreements under the laws of the Islamic Republic of Pakistan. If registering or listing on behalf of a company, enterprise, or registered entity, you represent and warrant that you are authorized to bind that entity to these Terms.
4. Account Registration, Credentials & Security
To submit businesses, claim listings, write reviews, or access owner dashboards, you must create an account. You agree to provide accurate, current, and complete information during registration. You are solely responsible for maintaining the confidentiality of your credentials and for all activities that occur under your account.
5. Transparent Separation of Ranking Systems
PAK Billboard maintains two distinct, un-merged ranking engines:
A. Paid Billboard Rank
Determined strictly by verified paid advertising PKR amount (verifiedAmount DESC). Listings with higher verified investments occupy higher numerical positions (#1, #2, #3...). Paid Billboard ranking guarantees position on the advertising leaderboard only. It does not represent editorial endorsement, quality validation, or search engine ranking.
B. Local Reputation Rank
Calculated purely from verified customer reviews and platform engagement using a transparent 0–100 Bayesian reputation score. Paid funds or advertising spend have zero influence on a business's reputation score. A business paying PKR 100,000 cannot buy reputation points or remove critical customer reviews.
6. External Google Places Data Attribution
Certain business listings and public location data displayed on PAK Billboard are retrieved via the Google Places API (New) to enhance Pakistani consumer discovery. External Google data (including Google ratings, Google review counts, and map data) belongs to Google LLC and respective business owners. Google data is displayed for public discovery context only, is clearly labeled with official Google attribution, and is kept completely distinct from PAK Billboard platform reviews.
7. Business Claiming & Ownership Verification
Legitimate business representatives may claim Google-discovered or unclaimed listings on PAK Billboard by completing ownership verification (official corporate email matching domain, business documentation, phone SMS, or manual admin review). Any fraudulent, deceptive, or unauthorized claim attempts constitute a material violation of these Terms and will result in permanent account banning and potential legal action under Pakistani cybercrime laws.
8. Payment Terms, Manual Verification & Refund Policy
A. Private Platform Notice: PAK Billboard is an independent, privately owned commercial platform providing business discovery, verified directory services, and billboard advertising. Placement fees represent private advertising space and administrative verification costs.
B. Currency & Exact Payable Amounts: All billboard placement fees are quoted and settled strictly in Pakistani Rupees (PKR). Invoices are locked with server-authoritative amounts. Customers must transfer the exact invoice amount without deduction or rounding.
C. Manual Verification Workflow: Payments are received via official manual payment channels (Bank Transfer, JazzCash, EasyPaisa, NayaPay, SadaPay, or Raast) into administrator-configured official accounts. Verification is strictly manual: no payment proof submission, screenshot upload, or webhook automatically verifies a listing. Listings remain in PAYMENT_VERIFICATION pending review by our financial verification team within our 24-hour target SLA.
D. User Responsibility & Fraud Consequences: Customers are solely responsible for providing genuine transaction IDs and authentic transfer receipts. Submitting fabricated, altered, duplicate, or fraudulent transaction details constitutes criminal fraud under the Prevention of Electronic Crimes Act (PECA 2016). Any fraudulent submission will result in immediate, permanent account suspension, removal of all active listings, and reporting to relevant cybercrime authorities.
E. Published Refund Policy: Billboard placement fees cover administrative review, payment verification, and permanent leaderboard ranking. Once an invoice has been verified by administration and activated on the live billboard, all fees are strictly non-refundable. If a customer cancels a request prior to administrative verification, a refund may be requested on a case-by-case basis through support; no unconditional or automatic refund guarantee is offered.
9. Optional Growth Services ("Grow With PAK Billboard")
Optional marketing services—including Website SEO Support, Digital Outreach & Link Building, External Promotion, and Website Support & Optimization—are professional advisory and implementation services. All growth services are delivered on a best-effort basis subject to separate contractual scopes.
10. Prohibited Content & Prohibited Business Activities
Users and advertisers may not submit, upload, or promote content or businesses related to:
- Illegal goods, narcotics, controlled substances, or unlicensed pharmaceuticals
- Gambling, betting, prize draws, or unregulated financial schemes
- Adult content, pornography, escort services, or explicit material
- Hate speech, defamation, harassment, or blasphemous content
- Counterfeit goods, intellectual property infringement, or trademark piracy
- Malware, phishing links, deceptive redirects, or spyware
- Fake, shell, or non-existent businesses intended to deceive consumers
11. Customer Reviews & Content Integrity
Users may submit authentic customer reviews for businesses they have genuinely patronized. Reviews must reflect honest, first-hand experiences. Business owners and their employees are strictly prohibited from reviewing their own businesses or posting negative reviews on direct competitors. PAK Billboard employs automated and manual moderation tools to detect, flag, and remove abusive, defamatory, or fraudulent reviews.
12. Intellectual Property Rights
The PAK Billboard name, brand assets, logos, design systems, algorithms, source code, and user interface are the exclusive property of PAK Billboard and its founder. Business owners retain ownership of their uploaded trade names, logos, and promotional imagery, granting PAK Billboard a worldwide, non-exclusive license to display such assets in connection with platform visibility services.
13. Suspension & Termination of Accounts
PAK Billboard reserves the absolute right to suspend, terminate, or delist any user account, business listing, or review without prior notice if we determine, in our sole discretion, that the user has violated these Terms of Service, engaged in fraudulent activities, or breached applicable Pakistani laws.
14. Disclaimer of Warranties & Limitation of Liability
The platform is provided on an "AS IS" and "AS AVAILABLE" basis without warranties of any kind, whether express or implied. Under no circumstances shall PAK Billboard, its founders, directors, employees, or partners be liable for any indirect, incidental, special, consequential, or punitive damages, including loss of profits, loss of data, business interruption, or reputation damages arising from your use of the platform.
15. Governing Law & Dispute Resolution
These Terms shall be governed by and construed in accordance with the substantive laws of the Islamic Republic of Pakistan. Any legal dispute or controversy arising out of or relating to these Terms shall be subject to the exclusive jurisdiction of the civil courts of Islamabad or Karachi, Pakistan.
